The race to replace Tony Cardenas' council seat in Los Angeles' sixth district is likely heading to a runoff, the Daily News reports.

Front-runner Cindy Montanez, a former state assemblymember, garnered 44.53 percent of votes by early Wednesday morning, but short of a majority to clinch the race.

Rounding out the contest are L.A. City School Board member Nury Martinez, student Walter Escobar, businessman Richard Valdez, senior government advisor Derek Waleko and community activist and businessman J. Roy Garcia, according to the Daily News.

The winner of the contest will finish the two remaining years of Cardenas' term. He was elected to congress in 2012.
Council district six encompasses parts of North Hollywood, Van Nuys, Panorama City, Lake Balboa, Arleta and Sun Valley.
